Lahir di Yogyakarta pada tanggal 25 Juni Putra dari pasangan Ir. Djelantik (11 Sepetember 1932 s/d 16 Nopember 1979) dan Ketut Nicky Saka BA(24 September 1940 s/d 4 Oktober 1983) pada masa kecilnya Ngurah dibesarkan di Surabaya karena Ayah angkatnya adalah seorang dosen Arsitektur di ITS. sekolah TK di Dharmahusada, SDN Jagiran I (sekarang Pacarkeling VII) dan SMPN 6 Sby, tahun 1984 melanjutkan sekolah dan lulus di SMPN I Dps, SMUN I di Ujung Pandang, kuliah di Universitas Hasanuddin Mks dan Universitas Narotama Sby..
